: Vice President, Public Policy, Telecommunications and Fraud – Full Time

The National Consumers League seeks a highly motivated individual to serve as vice president for public policy in the areas of telecommunications and fraud. In addition to monitoring legislative and regulatory issues, the vice president would also direct NCL’s Fraud Center and coordinate the Alliance Against Fraud, a coalition composed of representatives from federal, state and local government agencies in the U.S. and Canada, consumer groups, labor organizations, trade associations, and businesses. Candidates should have a strong commitment to serving the public interest.

The League produces public educational materials, operates www.fraud.org, which sees more than 25,000 visitors each week, and advocates for consumer protections on issues ranging from fake check scams to privacy. NCL’s Fraud Center helps to guide consumers towards safe buying habits, provides counsel to those in need of advice to combat telemarketing and Internet fraud, and operates a centralized national clearinghouse for flagging and detecting fraud. The League transmits fraud reports to law enforcement agencies in the United States and Canada.

Duties include:

  • Advocating for stronger consumer protection by law enforcement and business
  • Drafting reports, comments and testimony, letters, and educational materials
  • Lobbying and testifying before Congress and federal agencies regarding telecommunications, fraud, and related issues
  • Supervising Fraud Center staff
  • Analyzing data from the Fraud Center to spot trends that may be useful for law enforcement, the media, reports, and other forms of educational outreach
  • Speaking at press conferences and other events, and serving as a media spokesperson
  • Helping to frequently update the content of the www.fraud.org Web site and related NCL sites, such as www.phishinginfo.org and www.fakechecks.org
  • Helping to write press releases
  • Overseeing the maintenance of Fraud Center operating systems and identifying ways to improve their efficiency and effectiveness
  • Identifying and soliciting sources of financial support for the Fraud Center, including grant writing, project proposals, and the creation of new programs for funding sources
  • Helping recruit and retain volunteers and student interns, as needed, to supplement Fraud Center staff

To carry out these duties, NCL seeks an individual who:

  • Has excellent writing, speaking, and analytical skills for policy setting, reports, testimony, comments, and public education materials
  • Has knowledge of the laws that relate to telemarketing and Internet fraud or an ability to learn
  • Has a background in consumer protection and is knowledgeable about telecommunications policy as well as telemarketing and Internet fraud
  • Has experience and success in writing funding proposals
  • Has supervisory experience
  • Is experienced in media interviews
  • Fluency in Spanish as well as English is a plus
  • Has basic knowledge about the Internet and high-tech fraudulent schemes
  • Is organized and efficient
  • Has experience working in partnership with businesses, government agencies, and nonprofit organizations
